Robespierre believed that terror can be used by the government to preserve the ideals of the revolution and it is justified. However, Desmoulins saw liberty as the right to do anything based on equality, reason and justice without harming others. According to Robespierre, 'the war of liberty against tyranny' meant that they should kill the enemies of the republic' whereas, Desmoulins perceived liberty as happiness, reason, equality and justice as laid down in the Declaration of Rights.
