No, during the actual event Bailly would not have stood with his back to the assembled deputies. Here, in this picture the artist is trying to show that the Constitution formed in 1791 has 'turned its back' on the peasants, workers and women instead of meeting their aspirations. Despite the Declaration of Rights of Man and Citizen, the right to vote and stand for election remained only with the wealthier section of the society and others became just passive citizens of the society.
