Surekha is an officer-in-charge of ensuring free and fair elections in an assembly constituency in a state. Describe what she should focus on for each of the following stages of the election:

(i) Election campaign

(ii) Polling day

(iii) Counting day

Answer:

(i) Election Campaign: During the election campaign Surekha should ensure that candidates and their supporters do not:

  • Use violence to threaten the voters.
  • Use money power
  • Use government resources
  • Spend more money than the limit fixed by the EC.

(ii) Polling Day: On the polling day, Surekha should ensure that:

  • Notorious people do not capture the booth.
  • Fake votes are not cast.
  • Poor and weaker sections of society are able to cast their vote freely.
  • The voting should take place in a free and fair manner.

(iii) Counting Day: On the counting day, Surekha should ensure that:

  • The voting machines in which the votes are recorded are intact.
  • The counting of votes should begin in the presence of the candidates and their agents.
  • The counting of votes should be done accurately.
  • No unauthorized person should be allowed in the counting centre.
