The view of the ruling party indeed prevails in the Parliament but we still should have debates and discussions about the issue because this helps in bringing out the negative as well as positive points on the topic. Necessary changes can be made by taking into consideration all the negative and positive points. Debates and discussions are also important because whatever decision is going to be taken would be in the public interest.
