Yes, this cartoon can be applied to China but not to Mexico. There is only one party rule in China i.e., Chinese Communist Party. Before contesting the election, the candidate has to take approval from this party. Thus, China cannot be said to be a democratic country. While in Mexico, there are three legal political parties; the Institutional Revolutionary Party, National Action Party, and Party of the Democratic Revolution. Till 2000, PRI used to win every election through its dirty tricks so this cartoon can be applied to Mexico 2000. But in the 2006 election, PRI lost the election and remained in third position after PAN and PDM. Now, Mexico has a coalition government. The leaves in the crown of Democracy are similar to the wreath of leaves worn by somebody as a sign of victory in ancient Greece. Hence, the leaves crown signifies that democracy has been accepted in some of the countries of the world but not by all the countries.
